In October 2016, Richmond and Wandsworth Councils launched a Shared Staffing Arrangement (SSA) to share a single staffing structure across the two boroughs. Each Council retains its sovereignty and governance, including responsibility for setting its own budget, determining priorities and developing local policy and programmes that matter to their local residents. The two councils continue to be accountable to their respective residents. The two Councils are managed by a single Chief Executive, Paul Martin.
The SSA is delivering estimated savings of £10 million per year for local tax payers in each authority. Initially the focus was on merging management structures, reducing duplication and the proportion of spending that goes on senior management. Two and a half years on, there is the opportunity to continue to improve efficiency, flexibility and resilience and further savings to reduce overheads; for example, negotiating better deals from suppliers when commissioning services.
